JDAT Support to the Black Dart C-UAS Demonstration
Current U.S. integrated air and missile defense capabilities are not keeping pace with the rapidly evolving unmanned aerial systems threat and require both materiel and non-materiel solutions to mitigate warfighter capability gaps. BLACK DART is an annual field demonstration of current and emergent Counter-UAS technologies sponsored by the Joint Staff J8 Joint Integrated Air and Missile Defense Organization also known as JIAMDO. As the Black Dart 2016 lead assessment organization, the Joint Staff J6 Joint Deployable Analysis Team, also known as JDAT, collected data to answer two main questions: 1- Can current fielded systems counter UAS threats? 2- And, what is the capability or potential of non-Program of Record systems to enhance counter UAS operations? The live-fly, live-fire demonstration took place in late 2016 at Eglin Air Force Base, Florida and the surrounding land and sea ranges with over 900 personnel in attendance including participants from Australia, Canada, Japan, South Korea, and Taiwan. BLACK DART demonstrations began in 2010 and are the only Joint and partner nation Department of Defense counter UAS events. The JDAT Black Dart Report will include detailed findings on systems’ abilities to detect, track, identify, and negate unmanned aircraft systems to support Joint and Combined warfighter capabilities and make our forces more connected, survivable, and lethal on the battlefield. a. Execute live-fly, live-fire C-UAS technology demonstrations to assess and validate existing and emerging IAMD capabilities. b. Present emerging solutions to inform requirements decision making. c. Identify and develop IAMD operational concepts, system interoperability, and operational architectures for the C-UAS mission set. d. Advocate for warfighters’ desired C-UAS capabilities and affordable, integrated solutions. e. Identify C-UAS capability gaps for IAMD f. Identify promising materiel and non-materiel solutions for C-UAS operations: g. Investigate new methods for UAS Combat Identification (CID) h. Improve completeness of the shared air picture with respect to Unmanned Aircraft Systems (UASs) i. Develop C-UAS non-kinetic negation methods and techniques j. Promote and integrate interagency participation and capabilities k. Promote foreign/partner nation observer participation and coordination. The demonstration will include Program of Record (POR) as well as non-POR C-UASs demonstrating capabilities and/or collecting data in support of proprietary C-UAS development. Onsite data collection supports real-time feedback, opportunities for participant feedback, and becomes the basis for formal analysis at the conclusion of the demonstration. In order to align with warfighter needs, JIAMDO coordinated with the combatant commands and Services to prioritize capability gaps related to C-UAS.

JDAT Support to the U.S. Army's Maneuver Battle Lab Squad X Event
Squad X is a multiyear Department of Defense program sponsored by DARPA to identify emerging technologies and facilitate their development for military use. The Joint Deployable Analysis Team, also known as JDAT, recently supported the United States Army Training and Doctrine Command’s Maneuver Battle Lab by enhancing their assessment process for testing Squad capabilities. The Maneuver Battle Lab is responsible for infantry capabilities development under TRADOC’s Maneuver Center of Excellence, the project lead for this DARPA-sponsored initiative. Over the course of several events held at Fort Benning, Georgia, JDAT collected digital and voice data passed between systems from the infantry Company through subordinate SQD levels and assisted in the analysis effort. The assessment will provide observations, findings, conclusions, and recommendations to the U.S. Army and the DOD regarding new technology initiatives and their contribution to improve dismounted infantry SQD mission performance. This year’s program will establish a baseline capability to compare against future experimental technologies employed by dismounted infantry SQDs.

NATO’s ability to gather information and fuse intelligence from multiple sources over space, air, sea and land has just reached an important milestone. On Wednesday (10 February 2016), the NATO Secretary General welcomed the statement by Defense Ministers on the Initial Operating Capability for Joint Intelligence, Surveillance and Reconnaissance. “We, the Allied Defense Ministers, have today declared the initial operational capability for NATO's Joint, Intelligence, Surveillance and Reconnaissance initiative. This achievement follows up to the commitments that our nations made at the Chicago Summit and subsequently reaffirmed at the Wales Summit.” the Ministers declared, stressing that “JISR will maximize the resources we have at hand already, both in NATO and in individual Allies: enhanced inter-connectivity across our system, more training and expertise among our personnel, and lead to better procedures for information handling and sharing. All these improvements will ultimately contribute to a better informed and more watchful Alliance. JISR stands ready to support rapid decision making across several major lines of effort, including the Readiness Action Plan, our strategy on hybrid warfare, and our overall deterrence posture.” Providing the right information to decision-makers and action-takers is vital for all military operations. While surveillance and reconnaissance can answer the questions “what,” “when” and “where”, the combined information from various intelligence sources and disciplines provide the answers to “how” and “why.” When all of this is combined, you create Joint ISR. NATO JISR has just reached the Initial Operational Capability (IOC) that means promoting and enabling data sharing within the NATO Response force.

Plight of the Shearwater
Currently the Newell Shearwater is one of four endangered seabirds on Kauai. Nesting in the most remote mountains and ridges of Kauai, Newell’s Shearwaters are pelagic sea birds, spending most of their lives at sea, flying over land only during total darkness. Similarly, armed with only their inborn navigational skills, young fledglings will fly out to sea for the first time ever in total darkness, using the stars and moon to find their way to the sea. Unfortunately, human development, with all of its artificial lighting, has caused these young fledgling birds to be confused as they fly out to sea for their first time. As a result, Pacific Missile Range Facility Barking Sands (PMRF), has become increasingly involved in conservation efforts to assist in preserving the Newell Shearwater population. These efforts include a “Dark Skies Program,” in which all non-mission critical lights are turned off, or shielded, during the time of the year young fledglings take to the sea. PMRF has also implemented another new strategy this year to complement the dark skies program — radar ornithology. PMRF uses the radar at night to determine the flight passage of Newell’s Shearwaters overhead through radar. By using these specialized radars, researchers are able to determine not only the number of birds flying overhead, but also the direction they are going. Scientists conclude without intervention, their populations are sure to continue to decrease.

Trident Juncture Wrap
Dutch and Belgian forces jump from a Spanish CASA C-295 aircraft at a speed of 120 knots (222 kmh) at altitudes ranging from 1,200 ft, using static line chutes, up to 13,000 ft, using rip cord chutes. The aim of the exercise is to train soldiers to land in the sea, as near as possible to their objectives. Twenty seven members of NATO Special Forces, the elite units of the Atlantic Alliance, jump off the southern coast of Spain as part of the Trident Juncture 2015 exercise. These units specialise in infiltration and reconnaissance using whatever means required for lookout tasks, observation and attack, as well as having the capacity to extract civilians or military personnel in conflict zones. Because of this, their identity is always protected. At Beja Air Base, Portugal, Allied and Partner jets operate alongside each other executing challenging flying missions on a daily basis. Pilots from Allies Norway, Portugal, the US and Partners Sweden and Finland get together before every take-off to meticulously prepare and coordinate their missions. German Mountain Infantry Battalion 233 from Bad Reichenhall are the only unit in Germany still using pack animals. For the preparation of the LIVEX of Trident Juncture, the mortar platoon of the German Mountain Infantry Battalion 233 learns the disposal of the 120mm mortars with mules. Using reduced combat gear, the unit trains to build the bond between animal and person. When a cook aboard USS Mississippi set foot on the shores of Naval Shipyard Pensacola in 1914, he had no idea that the photographs he took on his off-duty time would lay the groundwork for 100 years of Navy photography. Although the photographer rating had yet to exist in the Navy, Walter Leroy Richardson was doing the job, documenting aerial and ship maneuvers, crew movement and daily operations. Recognizing the value and necessity of documenting and creating a visual history of its activities, the Navy asked him to do it officially.

NATO Alliance Ground Surveillance: The Global Hawk
The first of NATO’s five unmanned air vehicles rolled off the factory line in San Diego on Thursday, 4 June 2015.  The Global Hawk Block 40 is part of the Alliance Ground Surveillance Program (AGS).  The NATO-owned and -operated AGS core capability will enable the Alliance to perform persistent surveillance over wide areas from high-altitude long-endurance  aircraft  in any weather or light condition . The system will give commanders a comprehensive picture of the situation on the ground. The AGS system is being acquired by 15 Allies (Bulgaria, Czech Republic, Denmark, Estonia, Germany, Italy, Latvia, Lithuania, Luxembourg, Norway, Poland, Romania, Slovakia, Slovenia and the United States). AGS is scheduled to reach initial operational capability by the end of 2017. The air vehicles will be controlled from the main operating centre in Sigonella, Italy.

X-47B First to Complete Autonomous Aerial Refueling
PATUXENT RIVER, Md. (NNS) -- The X-47B successfully conducted the first ever Autonomous Aerial Refueling (AAR) of an unmanned aircraft April 22, completing the final test objective under the Navy's Unmanned Combat Air System demonstration program. While flying off the coast of Maryland and Virginia, the X-47B connected to an Omega K-707 tanker aircraft and received over 4,000 pounds of fuel using the Navy's probe-and-drogue method. "What we accomplished today demonstrates a significant, groundbreaking step forward for the Navy," said Capt. Beau Duarte, the Navy's Unmanned Carrier Aviation program manager. "The ability to autonomously transfer and receive fuel in flight will increase the range and flexibility of future unmanned aircraft platforms, ultimately extending carrier power projection." During the test, the X-47B exchanged refueling messages with a government-designed Refueling Interface System (RIS) aboard the tanker. The aircraft autonomously maneuvered its fixed refueling probe into the tanker's drogue, also known as the basket, the same way a Navy pilot would refuel a manned aircraft. "In manned platforms, aerial refueling is a challenging maneuver because of the precision required by the pilot to engage the basket," Duarte said. "Adding an autonomous functionality creates another layer of complexity." This testing helps solidify the concept that future unmanned aircraft can perform standard missions like aerial refueling and operate seamlessly with manned aircraft as part of the Carrier Air Wing, he said. "This segment of the X-47B demonstration program allowed us to further mature AAR technologies and evaluate the government tanker RIS," said Barbara Weathers, X-47B deputy program manager. "We used similar command-control and navigation processes previously demonstrated during the X-47B landings aboard the aircraft carrier." Over the last few years, the Navy accomplished several significant firsts with the X-47B that showcased the Navy's commitment to unmanned carrier aviation. With the completion of this program, the service continues to develop its future unmanned carrier-based platform, known as UCLASS.

U.S. Immigration and Customs Enforcement (ICE) repatriated dozens of illegally smuggled ancient artifacts to the government of Egypt, including a Greco-Roman style Egyptian sarcophagus, at a ceremony Wednesday at the National Geographic Society in Washington. The return of these ancient artifacts was made possible by “Operation Mummy’s Curse,” an ongoing five-year investigation by ICE’s Homeland Security Investigations (HSI) targeting an international criminal network that illegally smuggled and imported more than 7,000 cultural items from around the world.

Coast Guard Rescues Nine From Canadian Tall Ship
Coast Guard search and rescue crews from Station Gloucester, Air Station Cape Cod and the Coast Guard Cutter Ocracoke rescued nine crewmembers from the Canadian tall ship Liana's Ransom 58 miles east of Gloucester, Monday. Watchstanders at the Sector Boston Command Center received notification at 12:35 a.m. that the vessel's engines were disabled and its sails were wrapped around the mast. As the weather deteriorated, and seas reached nearly 10 feet, Sector Boston launched two 47-foot motor lifeboat crews from Station Gloucester to tow the vessel back to Gloucester. On 19 July, 2014, Black Sea Rotational Force's (BSRF) 14.2 Combat Camera produced a video highlighting Marines attached to Conus Based Air Alert Force from 3rd Battalion, 2nd Marine Regiment, as they deployed to Bulgaria with BSRF-14 in support of Platinum Lion 14-1. Marine Amphibious Landing with Experimental Technology Craft
Live streaming of the Marine amphibious landing during RIMPAC 2014. The Marines will be testing a prototype amphibious vehicle called UHAC (Ultra Heavy-Lift Amphibious Connector). The UHAC will come ashore from the USS Rushmore, July 10, 2014 at Marine Corps Training Area Bellows on Oahu, Hawaii during a Marine Corps Advanced Warfighting Experiment. The AWE is the culmination of a decade of progressive experimentation conducted by the Marine Corps Warfighting Lab (MCWL) where they are testing potential future technologies, solutions and concepts to future Marine Air Ground Task Force challenges. The AWE is taking part during the Rim of the Pacific (RIMPAC) Exercise 2014. Lt. Col. Don Gordon, the current technology officer at MCWL, said the UHAC is one of those experimental technologies that displays a possible capability of being able to insert Marines in areas where current technology wouldn’t be able to insert them based on current systems that are fielded. The UHAC prototype is a ship-to-shore connector and is half the size of the intended machine. Currently, the UHAC travels at four knots using a track system with floatation-like pads that propels itself through different terrain.

Mass Casualty Exercise with titles
The U.S. Military deployed and French forces partnered up to test their capabilities of handling a mass casualty. Staff Sergeant Sara Weeks takes us to the accident scene. REPORTER Service members from Camp Lemonnier, Djibouti participated in their first ever mass casualty exercise combined with U.S. joint military and French forces. In this exercise scenario combined U.S. and French military forces are involved in a traffic accident with multiple. casualties. SB The key component in this was the command and control components between the U.S. and the French operations center and command to begin dialogue and figure out how they were going to conduct this operation in order to get forty bodies from out here in Grand Bara seventy-five kilometers back to Djibouti to get them proper medical care. REPORTER First responders arrived to the scene of the accident by helicopter and quickly triaged and transported patients to receive medical treatment. Testing the medical unit’s capabilities which includes the medical evacuation procedures of both forces are also major components of the exercise. SB: Exercises like this supports the HOA mission because we are working with our partner nation being the French since we both have a significant foot print here in Djibouti. This is the first step of further outreaching effort that eventually will hopefully incorporate the Djiboutians and our other partner nations to include the Germans, the Spanish so we can have a plied combat multiplier as far as everyone being involved because if we had a mass casualty event along these lines that involved local Djiboutians we would need to use the Djiboutian resources as well. So this is the first step toward that. REPORTER Exercises such as this one help build coalition capacity to enhance medical readiness and ultimately save lives.
